Job Summary

We are looking for an experienced Pre-Sales Lead with strong expertise in RFP/RFI responses, proposal writing, and solution development, particularly for US State Government clients.

The candidate will be responsible for leading end-to-end proposal activities, working closely with Sales, Solution Architects, SMEs, Delivery and other stakeholders to develop compelling, compliant and competitive proposals.

Key Responsibilities

• Lead the end-to-end RFP/RFI response process for US State Government clients.
• Analyze RFP requirements, Statements of Work (SOW), evaluation criteria and compliance requirements.
• Develop and maintain RFP compliance matrices and response plans.
• Lead proposal writing including technical responses, executive summaries, solution overviews, methodologies and value propositions.
• Collaborate with Solution Architects and SMEs to develop appropriate technical solutions.
• Translate client requirements into clear and compelling proposal responses.
• Coordinate inputs from Sales, Delivery, Technology, Finance, Legal and other teams.
• Develop PowerPoint presentations, executive summaries and proposal collateral for client presentations.
• Review proposals for accuracy, consistency, compliance and overall quality before submission.
• Manage multiple proposals simultaneously while ensuring strict submission deadlines are met.
• Participate in proposal strategy discussions and identify differentiators/win themes.
• Support oral presentations, client demos and proposal defense sessions when required.
• Maintain a repository of reusable proposal content, case studies, credentials and solution material.
• Track proposal status, deadlines, dependencies and stakeholder deliverables.

Required Skills & Experience

• 8+ years of experience in Pre-Sales / Proposal Management / Bid Management.
• Strong hands-on experience in RFP/RFI response and proposal writing.
• Mandatory experience supporting US State & Local Government clients.
• Strong understanding of US government procurement and bidding processes.
• Excellent technical and business writing skills.
• Experience preparing technical proposals and solution responses.
• Ability to understand complex technical requirements and convert them into business-focused responses.
• Strong stakeholder management and coordination skills.
• Excellent communication, presentation and interpersonal skills.
• Strong attention to detail and ability to work under tight deadlines.
• Experience working with Sales, Solution Architects, SMEs and Delivery teams.

Good to Have

• Experience with US State/Local Government contracts and SLED proposals.
• Knowledge of RFP portals and government procurement platforms.
• Experience with IT services, staffing, application development, cloud, data, AI/ML or digital transformation proposals.
• Knowledge of proposal methodologies such as Shipley.
• Experience with tools such as Microsoft Office, PowerPoint, Excel, SharePoint and CRM platforms.
• Experience handling large, complex and multi-million-dollar proposals.

Ideal Candidate

The ideal candidate should be a strong proposal writer and RFP response specialist who understands both technology and business requirements and has proven experience working on US State Government proposals. The person should be capable of independently leading an RFP from requirement analysis to client presentation.
